福塔莱萨是巴西北部重要经济城市。塞阿拉州政府所在地及重要港口。2021年都会区人口约416万人，被认为是巴西北部地区仅次于累西腓、萨尔瓦多之外的重要城市，旅游业亦甚发达。 福塔莱萨的历史始于1500年2月2日，西班牙人比森特·亚涅斯·平松登陆该地。但由于《托德西利亚斯条约》，这一发现并未经官方认可。殖民化始于1603年，葡萄牙人佩罗·科埃略·德索萨建造了圣蒂亚戈要塞并建立了名为新里斯本的殖民地。1612年战胜法国人后，马丁斯·苏亚雷斯·莫雷诺将要塞扩大并更名为圣塞巴斯蒂昂。
